He obtained his PhD in Economics from the London School of Economics and Political Science in 2004, where he also completed an MSc in Econometrics and Mathematical Economics. In 2001, he earned a PhD in Public Finance from the University of Pavia. He is currently Full Professor of Public Finance at the Department of Economics, Management and Quantitative Methods (DEMM) at the University of Milan, where he served as Head of Department from 2018 to 2024. Since October 2024, he has been Deputy Rector for Budget Sustainability Policies. He is a Senior Researcher at IRVAPP-FBK and a Research Fellow at the Dondena Center (Welfare State and Taxation Unit). His research interests lie in public economics, applied econometrics, health economics, and inequality analysis. He has published extensively in international journals, including Econometrica, Journal of Human Resources, Journal of the Royal Statistical Society Series A, Health Economics, Labour Economics, Oxford Bulletin of Economics and Statistics, and the Econometrics Journal.
